                                           MINUTES OF THE SPECIAL MEETING

 

                                                 WEDNESDAY, AUGUST 20, 2008

 

                                                                      1:30 P.M.

           

           

The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Ricky Henderson (District 1), Wayne Vickers (District 2), Ronnie Moore (District 3), Alfred Martin (District 4), and Roy Ellis (District 5).  Also present were County Coordinator Allen Cherry and County Clerk Tim Sanders along with the Clerk’s Finance Director Sandy Bass and Finance Deputy Clerk Lessia Freeman.

 

 The Chairman, Honorable Alfred Martin, called the meeting to order and stated the purpose of the meeting was to continue work on the 2008-2009 fiscal year budget.

 

The Clerk reviewed the following latest fund balances found in a paper entitled FY 2008-2009 BUDGET RECAP #3 A based upon a tentative millage of 8.9015, 0% change in Health Insurance, and 0% Cost Of Living:

Mr. Sanders stated the General Fund would have a negative balance of $55,027 after transfer of the General Fund balance to Fine & Forfeiture.  The Clerk also offered three other Budget Recaps for informational purposes and consideration based upon 1) same millage, 7.2% decrease in Health Insurance, 2.5%Cost of Living adjustment, and $300,000 Amendment 1 funds from Legislature (General Fund balance of $142,788); 2) same millage, 8.9% increase in Health Insurance, 0% Cost of Living adjustment, and $300,000 Amendment 1 funds from Legislature (General Fund balance of $209,575); and 3) same millage, 7.2% decrease in Health Insurance, 3.0% Cost of Living adjustment, and $300,000 Amendment 1 funds from Legislature (General Fund balance of $116,624).  The Clerk also provided a paper entitled MADISON COUNTY BOCC FY 2009 Budget Analysis (Salary and Insurance Adjustments) for the four above described categories with revenues and expenditures for all funds.

 

Commissioner Moore requested $25,000 from the proposed Sheriff’s budget for improvements to the Greenville Library.

 

Sheriff Bucher reviewed the 2008-09 fiscal year budget request for Law Enforcement and Detention & Corrections, as well as current fiscal year projections made by the Clerk’s Office based upon furnished actual expenditures as of July 31, 2008.  He reported a balance of approximately $57,000 in the Special law Enforcement Trust Fund, which can be used for the purchase of vehicles, thereby eliminating the Capital Outlay expense of $53,640.  He added that two vehicles have been purchased with the budget amendment of $53,000 earlier in the year.  By consensus the Board approved the following cuts in Law Enforcement: $20,000-Professional Services; $3,256-Communications & Freight; $1,000-Rentals & Leases; $53,640-Capital Outlay; and in Detention & Corrections: $40,000-Professional Services.

 

Discussion followed on county employee health plans with either a 8.9% rate increase for the current VISTA plan or a 7.2% decrease in rates for a similar VISTA plan with higher co-pays.  Both plans now offer a dental plan at no extra cost.  Discussion also centered on a Cost of Living adjustment for employees, if the higher co-pay plan was adopted.  A motion was made by Commissioner Henderson and seconded by Commissioner Moore for the Board to approve an employee 3% Cost of Living adjustment or $750 minimum; along with the VISTA 7.2% decrease rate health insurance plan.  Motion carried 4-0 with Commissioner Vickers absent from the vote.

 

In closing the Board asked the Clerk, before the next budget workshop planned for September 3rd, to address the Greenville Library improvements and additional funds for library operations with Mr. Hales; proposed costs of the Sheriff’s insurance policies from Hunt Insurance; and other possible budget reductions.

 

There being no further business, the Chairman adjourned the meeting at 3:35 P.M.
