                                           MINUTES OF THE SPECIAL MEETING

 

                                                   THURSDAY, AUGUST 14, 2008

 

                                                                      1:30 P.M.

           

           

The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Ricky Henderson (District 1), Wayne Vickers (District 2), Ronnie Moore (District 3), Alfred Martin (District 4), and Roy Ellis (District 5).  Also present were County Coordinator Allen Cherry and County Clerk Tim Sanders along with the Clerk’s Finance Director Sandy Bass and Finance Deputy Clerk Lessia Freeman.

 

 The Chairman, Honorable Alfred Martin, called the meeting to order and stated the purpose of the meeting was to continue work on the 2008-2009 fiscal year budget.

 

Property Appraiser Leigh Barfield reviewed her requested budget with the Board and reported it has been approved by the Florida Department of Revenue with required decreases in certain line items.  Ms. Barfield also presented a copy of a letter that will be enclosed in the Notice of Proposed Taxes (Truth IN Millage Notice (TRIM) regarding the voter-approved Amendment 1, which modifies several aspects of property ntax assessments, including personal property assessments.

 

Madison County Chamber of Commerce President Ted Ensminger reviewed to proposed budget of the Tourist Development Council in the amount of $126,650, which will require a transfer from reserves in the amount of $64,050.  He noted the greatest increases in Travel, Advertising to promote Madison County, and an increase in Grants.

 

Madison County Development Council (MCDC) Chairperson Cheryl Archambault presented the proposed 2008-09 fiscal year budget in the amount of $28,600 (up from $14,500) and actual expenditures of the current 2007-08 fiscal year in the amount of $12,182.03.

 

Suwannee River Regional Library Director Danny Hales reviewed the request budget for the three libraries in Madison County in the amount of $466,749, of which $210,000 is local match.  He stated Salaries & Wages reflected a 3% Cost of Living increase as proposed for Suwannee County employees.  Mr. Hales also gave another update on the Lee Library construction project.  He stated the building should be completed in August/September, 2009 and the match from the county is approximately $350,000.

 

The Clerk reviewed the following latest fund balances found in a paper entitled FY 2008-2009 BUDGET RECAP #2 based upon a tentative millage of 8.9015, 0% change in Health Insurance, and 0% Cost Of Living:

Mr. Sanders stated the General Fund would have a negative balance of $55,027 after transfer of the General Fund balance to Fine & Forfeiture.  The Clerk also offered three other Budget Recaps for informational purposes and consideration based upon 1) same millage, 7.2% decrease in Health Insurance, 2.5%Cost of Living adjustment, and $300,000 Amendment 1 funds from Legislature (General Fund balance of $142,788); 2) same millage, 8.9% increase in Health Insurance, 0% Cost of Living adjustment, and $300,000 Amendment 1 funds from Legislature (General Fund balance of $209,575); and 3) same millage, 7.2% decrease in Health Insurance, 3.0% Cost of Living adjustment, and $300,000 Amendment 1 funds from Legislature (General Fund balance of $116,624). 

 

There being no further business, the Chairman adjourned the meeting at 2:45 P.M.
