                                           MINUTES OF THE SPECIAL MEETING


                                                 THURSDAY, JANUARY 10, 2008


                                                                      8:30 A.M.



The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Wayne Vickers (District 2), Ronnie Moore (District 3), Alfred Martin (District 4), and Roy Ellis (District 5).  Commissioner Henderson (District 1) was unable to attend due to a conflict with work.  Also present were County Coordinator Allen Cherry, County Attorney George T. Reeves, and County Clerk Tim Sanders.


 The Chairman, Honorable Alfred Martin, called the meeting to order and explained the purpose of meeting was to approve an emergency purchase of an ambulance remount and also, to approve temporary non-emergency patient transport and appoint study committee to examine non-emergency ambulance transports in the county.


Emergency Medical Services (EMS) Director Juan Botino referred to a paper he wrote entitled “Ambulance Downtime” and explained the necessity to purchase a new ambulance remount to replace a Ford unit plagued with engine problems.  He reported Dodge, with a reliable Cummings diesel, made modifications to their chassis to accommodate an ambulance module.  He also reported with the passage of a RESOLUTION AUTHORIZING THE EXECUTION OF A COUNTY EMERGENCY MEDICAL SERVICES GRANT, monies may be available in the amount of $23,575 to offset the approximate cost of $48,000 for the new unit.  The Clerk reported almost $91,000 in EMS reserves for the proposed emergency purchase.  Upon a motion by Commissioner Ellis, seconded by Commissioner Vickers, the Board voted unanimously (4-0) to approve the emergency purchase of said Dodge ambulance remount and approve said resolution.


As to the other issue of non-emergency transport by EMS in the county, Mr. Cherry reported meeting with Madison County Memorial Hospital CEO David Abercrombie and staff members along with Chairman Martin, Mr. Botino, Mr. Reeves and the Clerk regarding this issue on Wednesday, the 9th.  As the end result of the meeting, Mr. Abercrombie asked the Board to consider the resumption of non-emergency transport by EMS until April 1, which would allow time for a study committee to examine the issue and possibly solve the problem.  After discussion a motion was made by Commissioner Moore and seconded by Commissioner Vickers for EMS to not be prohibited from transporting non-emergency patients and also to establish a study committee made up of Commissioner Moore, Mr. Cherry, Mr. Botino, Mr. Nathan Williams, Mr. Sanders, representatives of Big Bend Transport and Senior Citizens.  Motion carried 4-0.  Mr. Cherry was asked by the Chairman to contact all the nursing homes in the county for representation on the committee and to contact the hospital of the Board’s action and their representation on said committee.  


There being no further business, the Chairman adjourned the meeting at 8:40 A.M.
