            MADISON COUNTY, FLORIDA

 

                                                         COURTHOUSE ANNEX

 

                                         MINUTES OF THE REGULAR MEETING

 

                                              WEDNESDAY, DECEMBER 19, 2007

 

                                                                      9:00 A.M.

           

           

The Board of County Commissioners of Madison County, Florida met this day in Regular Session with the following members present: Ricky Henderson (District 1), Wayne Vickers (District 2), Ronnie Moore (District 3), Alfred Martin (District 4) and Roy Ellis (District 5).  Also present were County Coordinator Allen Cherry, County Attorney George T. Reeves, and Deputy Clerk Phyllis Lawson.

 

The Chairman, Honorable Alfred Martin, called the meeting to order and Veterans Service Officer Oliver Bradley opened with prayer and pledge to the flag.

 

Upon a motion by Commissioner, seconded by Commissioner, the Board voted unanimously (5-0) to approve the agenda as presented.

 

The minutes of the Regular Meeting held on December 5, 2007 and the Special Meeting held on December 13, 2007 were presented for review.  Upon a motion by Commissioner Moore, seconded by Commissioner Vickers, the Board voted unanimously to approve said minutes as presented.

 

Mr. Bern Smith, NCRS District Conservationist, presented the Madison Soil and Water Conservation District 2007 Annual Report.  A motion was made by Commissioner Ellis and seconded by Commissioner Moore that this report be accepted and approved.  The motion carried 5-0.

 

Ms. Sherilyn Pickels, Board of County Commissioners Administrative Office Manager, asked the Board to review a letter addressed to Senator Al Lawson, Senator Charlie Dean, and RepresentativeWill Kendrick regarding Madison County’s Community Budget Issue Requests (CBIRS).  The requests suggested were a new EMS building, infrastructure at I-10 and State Road 14, and a new Senior Citizens building.  After discussion, a motion was made by Commissioner Ellis and seconded by Commissioner Henderson that all three requests be submitted but in the following order:  (1) new Senior Citizens Building; (2) new EMS building; and (3) Infrastructure at I-10 and State Road 14.  The motion carried 5-0.

 

In the matter of Unfinished Business, EMS Director Juan Botino advised the Board that he had issued a Memorandum as well as personally discussed with Sheriff and Dispatchers the protocol for Dispatching of First Responders.  He stated that so far there had not been any further problems.

 

Under “Petitions from the Public”, Suwannee River Regional Library Director Danny Hales addressed the Board regarding a memorandum he had issued concerning employees of the Madison Library expressing “Merry Christmas” to patrons of the library.  The Board also heard comments from Rev. Richard Quackenbush of the Madison County Ministerial Association, Mr. Jim Holben, husband of a Madison County Library employee, Rev. Steve McHargue, Mrs. Bunny Maultsby, and Mrs. Cheryl Quick.  A motion was made by Commissioner Henderson and seconded by Commissioner Vickers that the agenda be amended so that this matter could be addressed.  The motion carried 5-0.  A motion was then made by Commissioner Henderson and seconded by Commissioner Vickers that any county employee be allowed to say “Merry Christmas”.  The motion carried 5-0.

 

The meeting was then recessed and moved over to the Courtroom in the County Courthouse due to the number of people in attendance regarding a second topic on the Petitions from the Public list—that being the County Extension Office.  Mr. Donnie Salter and Dr. Clint Rogers addressed the Board regarding their concerns about the direction of the Madison County Extension Office and its leadership.  Mrs. Mickie Salter read a letter to the Board from former Agriculture Agent Kevin Campbell regarding his reasons for leaving his employment with Madison County.  Copies of correspondence from other individuals in the community were presented to the Board voicing their concerns also.  After discussion, it was agreed that a fact-finding committee would be formed consisting of County Commissioner Ronnie Moore, County Coordinator Allen Cherry, Dr. Clint Rogers, Mr. Donnie Salter, and Dr. John Baldwin of the University of Florida.  This committee is to investigate the issues presented and bring the matter back to the Board. 

 

Mr. Michael Curtis also addressed the Board as a reporter with Greene Publishing, Inc. and as a concerned citizen regarding dumping of trash and garbage on a tract of land over on the west side of Greenville.  After discussion, the Board by consensus agreed that County Coordinator Allen Cherry would contact the Department of Environmental Protection and invite them to attend the next Board meeting to answer questions regarding this site and the site on Rocky Ford Road also known as the Perpetual Energy site.

 

Commissioner Vickers advised the Board as liaison to the Fire Board that the County will be acquiring two new fire trucks through grants.

 

Solid Waste/Recycling Director Jerome Wyche presented to the Board a copy of a letter to Major James Capps and Warden Greg Welhausen of Madison Correctional Institute requesting construction assistance with the establishment of three new collection center sites in Madison County, one off of Highway 221 South in Sirmans, one South on Highway 14, and one on Highway 53 North. 

 

Mr. Wyche also recognized Mr. W.J. Spradley for his help and assistance in bringing the illegal dump site in Greenville to the attention of his office.

 

There being no further business, the Chairman adjourned the meeting at 7:00 P.M.
