MINUTES OF THE SPECIAL MEETING
 
MONDAY, FEBRUARY 17, 2014
 
2:00 P.M.
           
The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Justin Hamrick (District 1), Wayne Vickers (District 2), Ronnie Moore (District 3), Clyde Alexander (District 4), and Rick Davis (District 5).  Also present were County Coordinator Allen Cherry, County Attorney George T. Reeves, and County Clerk Tim Sanders. 
 
            The Chairman, Honorable Justin Hamrick, called the meeting to order and explained the purpose of the Special Meeting was to consider a Tourist Development Council Grant Application made by Madison County School District for Baseball and Softball programs in the amount of $30,843.63.
 
            County Attorney Reeves referred to a letter from him dated February 14, 2014 based upon a request by the Board at its Regular Meeting held on February 12th for him to offer an opinion as to whether Tourist Development Tax proceeds could be used to renovate and improve the baseball and softball stadiums at Madison County High School.  Mr. Reeves reviewed permissible uses of said tax dollars for publicly owned sports stadiums and arenas and things in the application, such as pitching machine, tees, and cleats that should be denied, which are not intended to be part of the stadium.
 
            Based upon said letter from the County Attorney, Madison County Chamber of Commerce and Tourism Executive Director Cindy Vees asked Superintendant of Schools Doug Brown to provide an alternate list of improvements for funding.
 
            Mr. Brown presented a revised MADISON COUNTY SCHOOL DISTRICT FUNDS REQUEST for Baseball in the amount of $15,000 (Stadium Seating:$7,000; Protective Foul Net:$8,000) and for Softball in the amount of $15,000 (Moving Dugout/Storage:$7,500; Stadium Seating $4,800; Public Address System:$1,200; Visiting Team Dugout Roof:$1,500).  Mr. Brown explained the stadium seating would be in the form of metal seating that could be moved to other venues in the county if needed after baseball and softball season.  Mr. Brown added that the School District would like to expand the use of the baseball and softball facilities during the summer months for public use.
 
Commissioner Davis suggested increasing the revised Total Request from $30,000 to the original $30,843.63 to provide funding for a new Public Address System at the Baseball Field.
After further discussion Commissioner Davis made a motion, seconded by Commissioner Vickers, to approve the original grant request in the amount of $30,843.63 split evenly between Baseball and Softball, which would provide more funds for an added Public Address System for Baseball.  Motion carried 5-0.
 
The Clerk presented a booklet to the Board for their review entitled Statement of Actual and Estimated Revenues And Statement of Expenditures, Encumbrances and Appropriations As of January 31, 2014.
 
There being no further business to come before the Board, the Chair adjourned the meeting at 2:15 P.M.
