                                                  MADISON COUNTY, FLORIDA
                                                        COURTHOUSE ANNEX
                                       MINUTES OF THE REGULAR MEETING
                                                MONDAY, NOVEMBER 26, 2012
                                                                      4:00 P.M.
The Board of County Commissioners of Madison County, Florida met this day in Regular Session with the following members present: Justin Hamrick (District 1), Wayne Vickers (District 2), Ronnie Moore (District 3), and Rick Davis (District 5). Also present were County Coordinator Allen Cherry, County Attorney George T. Reeves, and County Clerk Tim Sanders.
The Chairman, Honorable Wayne Vickers, called the meeting to order and called the roll.
Chairman Vickers stated that the change in the Regular Meeting date from Wednesday, November 21 to today’s date was duly advertised and welcomed everyone in attendance. He also welcomed new Commissioners Rick Davis and Ronnie Moore to the Board for their first meeting after election.
Upon a motion by Commissioner Hamrick, seconded by Commissioner Moore, the Board voted unanimously (4-0) to approve the agenda as amended: at the request of Mr. Cherry, delete Unfinished Business item No. 1. Request by citizens to use blower on Four Freedoms Trail.
The minutes from the Regular Meeting held on November 7, 2012 were presented for review. A motion was made by Commissioner Hamrick and seconded by Commissioner Davis to approve the minutes from said meeting as presented. The motion carried 4-0.
Upon a motion by Commissioner Moore, seconded by Commissioner Davis, the Board voted unanimously to approve the Consent Agenda (1. Approval of Utility Easement for Progress Energy on Madison County owned property (Four Freedoms Trail) at Persimmon Drive).
The County Attorney advised the Board that the Sheriff recently received a Final Judgment of Forfeiture of acreage and mobile home located northeast of Lee associated with a drug-related case and that he wished to convey it to the County. He also reported along with the property are back taxes owed in the amount of $1,371.84. Upon a motion by Commissioner Hamrick, seconded by Commissioner Davis, the Board voted unanimously to accept said forfeited property and pay said back taxes.
Mr. Reeves also advised the Board of ways to dispose of said property after the Sheriff conveys said forfeited property to the Board. The Board may wish to rely on a Realtor to sell the property or the Board may wish to auction the property on the courthouse steps. Commissioner Hamrick suggested that staff come back to the next Regular Meeting with costs associated with advertising a public sale and also the estimated value of the property and mobile home. The Board by consensus agreed to re-agenda the disposal of said property and associated costs for the next Regular Meeting. Mr. Reeves advised a deed will transfer the property, but the Tax Collector would need to transfer title of the mobile home to the County.
The County Coordinator referred to a paper entitled COMMISSIONER APPOINTMENTS TO COMMUNITY ORGANIZATIONS AND/OR COUNCILS for the Commissioners’ consideration. Commissioner Moore stated he was satisfied with the District 3 appointments previously held by former Commissioner Renetta Parrish. Commissioner Davis stated he was happy to take over the District 5 appointments previously held by former Commissioner Roy Ellis, unless there was interest in any of them by another Commissioner. Commissioner Hamrick asked to hold the Small County Coalition alternate seat. The Board by consensus agreed to approve said appointments as presented, along with Commissioner Hamrick’s new appointment to said Small County Coalition position.
Commissioner Moore, who will again fill the County’s position on the Aucilla Area Solid Waste Administration Board, reminded the Commissioners of the invitation to the Aucilla Area Solid Waste’s 20th Anniversary Celebration on December the 6th.
Discussion followed on the status of plans to build Pyramid Bakery on property purchased in the County Development Park. The Board by consensus agreed to invite the owner of the property to the Regular Meeting on December 19th to report on his intentions regarding the property.  
The Clerk invited everyone to attend the Retirement Celebration on December 7th honoring retiring County Judge Wetzel Blair and Tax Collector Frances Ginn for their many years of service to the citizens of Madison County.
There being no further business, the meeting was adjourned at 4:25 P.M.
