MINUTES OF THE FINAL PUBLIC HEARING
 
MONDAY, SEPTEMBER 24, 2012
 
5:30 P.M.
           
The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Justin Hamrick (District 1), Wayne Vickers (District 2), Renetta Parrish (District 3), and Roy Ellis (District 5). Also present were County Coordinator Allen Cherry, County Clerk Tim Sanders, Clerk Finance Director Lessia Freeman, and Clerk Assistant Finance Director Cody Tuten.
 
The Chairman, Honorable Roy Ellis, called the Final Public Hearing on the proposed 2012-2013 Fiscal Year Budget to order.
 
The Clerk referred the Board to a booklet entitled Madison County BOCC Final Budget Hearing of 2012-2013 Fiscal Year (proposed 2012-2013 FY budget based upon 9.7385 Tentative Millage rate)as of September24, 2012,and gave an overview of a 2012-2013 Fiscal Year Budget Recap dated September 24, 2012 (see Attached) for the following funds: General Fund; County Transportation Trust Fund; Capital Projects; Fine & Forfeiture Fund; Solid Waste; Recycling; Emergency Medical Services (EMS); Landfill Closure; and Fire Services. The revenues and expenditures of the General Fund were based upon a 9.7385 tentative millage rate, a 15.6% increase in County Employee Health Insurance, and a 3% Cost of Living Adjustment. 
 
Mr. Sanders reported the General Fund had a positive balance of $24,618 based upon said millage rate of 9.7385 and all other funds were balanced at this time.
 
The Clerk also reported the Final Public Hearing was properly noticed in the local newspaper on Wednesday, September 19, 2012. He also stated this meeting is the second and final public hearing to adopt a millage rate and budget by two separate resolutions that are before the Commissioners for review.   
 
The Clerk for the record announced the name of the taxing authority, the Madison County Board of County Commissioners, the rolled-back rate of 9.5720, and the percent increase in millage in the amount of 1.74% over the rolled-back rate. Mr. Sanders defined the rolled-back millage rate as “the millage rate required to generate the same ad-valorem tax revenue as in the prior year”.
 
Chairman Ellis opened the Public Hearing for the proposed 2012-2013 fiscal year millage rate and budget for comments. Hearing none, the public comments portion of the hearing was closed.
 
The Chairman referred to “County Development” of the General Fund and suggested increasing the contribution to the Chamber of Commerce from $3,290 to $3,500; increasing Transportation Disadvantaged from $6,500 to $6,700; and decrease Economic Development Council from $10,000 to $9,590. The total for “County Development” in the amount of $31,790 would remain the same with said changes. A motion was made by Commissioner Hamrick and seconded by Commissioner Vickers to approve said changes to “County Development”. Motion carried 3-1 with Commissioner Parrish opposed.
 
The Clerk referred to Resolution Number 2012-09-24A (A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MADISON COUNTY, FLORIDA, ADOPTING THE FINAL LEVYING OF AD VALOREM TAXES FOR MADISON COUNTY FOR FISCAL YEAR 2012/2013;  PROVIDING FOR AN EFFECTIVE DATE). Mr. Sanders stated the proposed Resolution has a final operating millage rate of 9.7385 mills, along with a Property Appraiser’s certified gross taxable value of $614,695,390. A motion was made by Commissioner Hamrick and seconded by Commissioner Vickers to approve said Resolution for the 2012-2013 FY based upon a millage rate of 9.6964, which would balance the General Fund. Motion carried 3-1 with Commissioner Parrish opposed.
 
The Clerk next referred to Resolution Number 2012-09-24B (A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MADISON COUNTY, FLORIDA, ADOPTING THE FINAL BUDGET FOR FISCAL YEAR 2012/2013; PROVIDING FOR AN EFFECTIVE DATE). The appropriations and revenue estimate for the Budget for Fiscal Year 2012/2013 is in the amount of $22,303,504. A motion was made by Commissioner Hamrick and seconded by Commissioner Vickers to approve said Resolution and budget. Motion carried 4-0.
 
There being no further business, the Chairman adjourned the meeting at 5:50 P.M.
