AUCILLA AREA REGIONAL SOLID WASTE ADMINISTRATION BUILDING
 
MINUTES OF THE SPECIAL MEETING
 
TUESDAY, SEPTEMBER 4, 2012
 
5:00 P.M.
           
The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Justin Hamrick (District 1), Wayne Vickers (District 2), Renetta Parrish (District 3), and Roy Ellis (District 5). Also present were County Coordinator Allen Cherry and County Clerk Tim Sanders.
 
Those present with the Aucilla Area Solid Waste Administration were Board Members Chairman Danny Monroe (Jefferson County Commissioner), Renetta Parrish (Madison County Commissioner), Ronnie Edmonds (Dixie County Commissioner) along with Environmental Engineer Frank Darabi, Board Attorney John Wershow, and Aucilla Area Solid Waste Landfill Administrator John McHugh. Administration Board Member Malcolm Page (Taylor County Commissioner) was absent due to illness.
 
Aucilla Area Solid Waste Chairman Monroe called the meeting to order and explained the purpose was to have a Workshop between the Madison County Board of Commissioners and the Aucilla Area Solid Waste Administration Board to jointly discuss the sale of adjoining Madison County property to the Aucilla Area Solid Waste Administration in a workshop setting.
 
Mr. Darabi reviewed the following topics with a power-point presentation: Original Regional Landfill Members; Aucilla Member Counties; Potential Customers; Approximate Annual Tonnages; Regional Class 1 Landfills; Suwannee County Options; Wakulla County Options; Leon County Options; Current Permit Required Cover; Potential Airspace Gains; Future Expansion; Disposal Capacity Impacts; Tipping Fee Impacts; Madison County Benefits. Mr. Darabi stated the aforementioned information was presented to the combined Boards due to the possible decision making by neighboring counties in the very near future regarding their disposal of solid waste. He also reported the Aucilla Board has agreed to purchase said property owned by Madison County in the vicinity of the landfill in the amount of $115,000, if Suwannee County and Lafayette County are added customers of the Regional Landfill.
 
Commissioner Parrish questioned Mr. Darabi’s presentation as it related to the advertised purpose of the workshop, which was to discuss the purchase of the property owned by Madison County by the Aucilla Board. Mr. Darabi stated the purchase of the land was based upon the addition of new customer counties.
 
Discussion followed on the Interlocal Agreement between the member counties-Madison, Dixie, Jefferson, and Taylor, and the veto power vested in Madison County. Mr. Wershow stated the issue of adding customer counties rests with Madison County. Mr. Monroe reiterated that new counties will not be members of the Aucilla Administration with voting powers, but customers only.
 
The consensus of the Madison County Commissioners was to bring the matter up for discussion at the Regular Meeting on September 5th.
 
There being no further business, Aucilla Area Solid Waste Chairman Monroe adjourned the workshop meeting at 6:25 P.M.
