MINUTES OF THE SPECIAL MEETING
 
TUESDAY, JUNE 26, 2012
 
11:00 A.M.
           
The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Justin Hamrick (District 1), Wayne Vickers (District 2), Renetta Parrish (District 3), and Alfred Martin (District 4). Also present were County Coordinator Allen Cherry and County Clerk Tim Sanders. Chairman Roy Ellis, County Commissioner District 5, was unable to attend this meeting. 
 
            The Vice-Chairman, Honorable Alfred Martin, called the meeting to order and explained the purpose of the meeting was to: 1). Approve request from Columbia County to allow temporary disposal of solid waste at the Aucilla Area Regional Landfill due to excessive rainfall from Tropical Storm Debby; and 2). Approve Resolution declaring Madison County to be in a State of Emergency due to Tropical Storm Debby.
 
            Commissioner Parrish reported Mr. Frank Darabi, environmental engineer for Columbia County as well as the Aucilla Area Regional Landfill, made the request on behalf of Columbia County to temporarily dispose solid waste at the Aucilla Landfill in Madison County due to the fact that the Columbia County landfill was inaccessible due to rainfall from the tropical storm that has hovered over the area. Mr. Cherry reported he too spoke with Mr. Darabi and accessibility to the landfill in Columbia County should be resolved in one week. Mr. Cherry also reported that Mr. Darabi informed him that the Suwannee County landfill was also inaccessible due to rainfall from the tropical storm and accessibility to it should also be resolved in one week.
 
            Since the Special Meeting was called due to the emergency situation in Columbia County, a motion was made by Commissioner Vickers and seconded by Commissioner Hamrick to amend the agenda to add the request from neighboring Suwannee County to allow temporary disposal of solid waste at the Aucilla Area Regional Landfill. Motion carried 4-0.
 
A motion was then made by Commissioner Vickers and seconded by Commissioner Hamrick to approve the requests from Columbia County and Suwannee County to temporarily dispose said solid waste at the Aucilla Area Regional Landfill. Motion carried 4-0.
 
Emergency Management Director Tom Cisco presented to the Board Resolution No. 2012-06-26 regarding the emergency condition in Madison County caused by Tropical Storm Debby and the fact that there is a likelihood of potential injury to the population and potential damage to property beginning June 25, 2012. Upon a motion by Commissioner Parrish, seconded by Commissioner Hamrick, the Board voted unanimously (4-0) to approve said Resolution, which declares Madison County to be in a State of Emergency limited to a seven (7) day period of time. Mr. Cisco explained the State of Emergency may be extended by the Board as necessary in seven-day increments and that the State of Emergency allows the County to request State assistance or invoke emergency-related mutual aid assistance.
 
There being no further business to come before the Board, the Vice-Chairman adjourned the meeting at 11:10 A.M.
