MINUTES OF THE SPECIAL MEETING
 
WEDNESDAY, DECEMBER 15, 2010
 
9:30 A.M.
           
The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Justin Hamrick (District 1), Wayne Vickers (District 2), Renetta Parrish (District 3), Alfred Martin (District 4), and Roy Ellis (District 5). Also present were County Attorney George T. Reeves, County Coordinator Allen Cherry, and County Clerk Tim Sanders.
 
The Chair, Honorable Renetta Parrish, called the meeting to order and explained the purpose of the meeting was to consider the adoption of a Resolution authorizing the County to use the uniform ad valorem method of collecting non-ad valorem assessments levied by the County as provided in section 197.3632, Florida Statutes.
 
County Attorney Reeves explained the County has the authority to impose non-ad valorem special assessments as provided by law based upon professional consulting studies. He also explained that if the Board chooses to impose special assessments in the future, it may use the uniform method of collection and enforcement where the assessments are tacked on the ad valorem tax bill and collected by the Tax Collector. Mr. Reeves also advised the Notice for a public hearing to consider said Resolution has been properly advertised in the local newspaper for four (4) consecutive weeks (11/7, 11/24, 12/1, 12/8).
 
There being no one in attendance for the meeting, the public hearing was waived by the Chair. A motion was made by Commissioner Ellis and seconded by Commissioner Vickers to approve said Resolution No. 2010-12-15 (A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MADISON COUNTY EXPRESSING ITS INTENT TO USE THE UNIFORM METHOD OF COLLECTION AND ENFORCEMENT AS PROVIDED IN SECTION 197.3632, FLORIDA STATUTES AND RULE 12D-18, FLORIDA ADMINISTRATIVE CODE FOR SUCH NON AD-VALOREM SPECIAL ASSESSMENTS AS MAY BE LEVIED BY THE BOARD, FOR SOLID WASTE COLLECTION AND DISPOSAL SERVICES AND FIRE PROTECTION SERVICES; PROVIDING FOR THE YEARS OF SUCH ELECTION; PROVIDING FOR THE LEGAL DESCRIPTION OF THE LANDS SUBJECT TO THE RESOLUTION; PROVIDING FOR AN EFFECTIVE DATE. Motion carried unanimously (5-0).
 
There being no further business to come before the Board, the Chair adjourned the meeting at 9:35 A.M.
