MINUTES OF THE SPECIAL MEETING
 
FRIDAY, OCTOBER 8, 2010
 
2:30 P.M.
           
The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Justin Hamrick (District 1), Wayne Vickers (District 2), Renetta Parrish (District 3), Alfred Martin (District 4), and Roy Ellis (District 5). Also present were County Attorney George T. Reeves, County Coordinator Allen Cherry, Deputy Clerk Phyllis Lawson and Clerk Finance Director Lessia Freeman.
 
The Chair, Honorable Renetta Parrish, called the meeting to order and called the roll.
 
Chair Parrish then explained that the purpose of this meeting was to further discuss details of the hospital land acquisition.
 
County Attorney George T. Reeves explained that in order to obtain a clear title on the land to be purchased from the hospital, two situations were found. One was an Interlocal Agreement between the District Board of Trustees of North Florida Community College and the Madison County Health and Hospital District regarding the approximately 1.8 acres donated by the college to the hospital and the other was the need for a Quit Claim Deed to be obtained from the Madison County School Board for the other approximately four (4) acres. He explained the School Board met this morning in special session at 8:30 A.M. but no decision was made. The matter will be addressed at the Regular Meeting of the Madison County School Board on Tuesday, October 12, 2010 at 5:00 P.M.
 
In regards to the Interlocal Agreement between the College and the Hospital District, a clause in this agreement states that in the event the 1.8 acres is not used to construct a new hospital or is abandoned, the interest granted in the land shall be reconveyed to the College by the Hospital District. The County would need to agree to the terms of this Interlocal Agreement.
 
Chair Parrish opened the meeting up for public comment and Mr. Warren Irwin addressed the Board regarding his concerns with Special Meetings and times they are held as well as how much notice is given to the public. County Attorney Reeves advised Mr. Irwin that the Florida Statutes state “reasonable notice” and each meeting is noticed at least 24 hours or more with a notice sent to the local circulated newspaper as well as the local online newspaper.
 
A motion was made by Commissioner Ellis and seconded by Commissioner Martin that the County accept the property subject to the Interlocal Agreement between the District Board of Trustees of North Florida Community College and the Madison County Health and Hospital District. The motion carried 5-0.
 
There being no further business to come before the Board, the Chair adjourned the meeting at 2:45 P.M.
