                                         MINUTES OF THE SPECIAL MEETING
 
                                                WEDNESDAY, AUGUST 18, 2010
 
                                                                      1:30 P.M.
           
           
The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Justin Hamrick (District 1), Wayne Vickers (District 2), Renetta Parrish (District 3), Alfred Martin (District 4), and Roy Ellis (District 5). Also present were County Coordinator Allen Cherry and County Clerk Tim Sanders. 
 
The Chairman, Honorable Justin Hamrick, called the meeting to order and explained the purpose of the meeting was for the continued work on the 2010-2011 Fiscal Year budget.
 
The Clerk presented to the Board for review a 2010-2011 FISCAL YEAR BUDGET RECAP #5 (attached) based upon the Tentative Millage rate of 9.500; employee health insurance at an approved 5% increase; and a 0% cost of living adjustment. Mr. Sanders reviewed the Fund Balances of the following funds: General, County Transportation Trust Fund, Capital Projects, Fine & Forfeiture, Solid Waste, Recycling, Emergency Medical Services, Landfill Closure, and Fire Services. He noted to balance Fine & Forfeiture with a transfer from the General Fund would leave a negative General Fund Balance of -$213,325. He also noted said Fund balance resulted from the following Board approved reductions and increased revenues on August 4th:
a) BOCC travel                       -$3,000
b) Property Appraiser              -$38,185
c) Tax Collector                      -$39,476
d) Library reserves                  +$13,229
e) Tentative millage rate          +$324,532
f) Interest adjustments                        +$5,938
 
Madison County Senior Citizens Council, Inc. Executive Director Rosa Richardson presented to the Board an allocation letter request for the same $30,000 budgeted in years past to assist with the council’s cash match for state and federal funding. She also reviewed the various programs offered by Senior Citizens for the elderly in the county. Ms. Richardson reported total current contributions of $66,500 from the County ($30,000), City of Madison ($8,500), and United Way ($28,000). She was asked by the Board to provide a breakdown of services provided to City of Madison residents and residents in the unincorporated Madison County.
 
Madison County Chamber of Commerce and Tourism Executive Director Ted Ensminger presented a paper entitled Known Business Closings Since January 2007 listing forty (40) businesses in Madison County that have “Closed” in the last 43 months. He stated the goal of the Chamber this coming year is to help new businesses with a Business Plan for Madison County. He asked the Board to consider the Chamber again in their budgeted expenses.
 
Ms. Sheila Combs and Ms. Debra McGrew of Refuge House, Inc. presented a letter to the Board asking for their continued financial support in the amount of $6,500. Ms. McGrew reported that Refuge House, which serves over 100 victims of domestic and sexual violence living in Madison County, receives no other funding, other than the support from the County.
 
Madison County Memorial Hospital (MCMH) Chief Financial Officer Patrick Halfhill presented a paper entitled PRIORITY BUDGET REQUEST ITEMS and a request of $225,000 for Indigent Health Care. He reported each month MCMH provides over $200,000 in uncompensated health care for Madison County residents. He also referred to a Indigent Funding History of amounts billed the County and amounts received since 1997.
 
Madison County Property Appraiser Leigh Barfield presented an amended proposed 2010-2011 FY budget to the Board for consideration and review line item by line item. She noted a decrease in an ACS Contract in the amount of $9,739 (TRIM notices $4,720 & GIS $5,019), which was suggested the Board should pay for. She also cut $10,217 from software maintenance for 911 addressing. Mrs. Barfield reported her office has looked at an alternate system, Contact One 911, with up front costs of $18,000 and yearly maintenance of $1,800. She also noted a reduction in Legal Fees from $7,800 to $6,500. Bookkeeping has been reduced to $1,650 from $4,200. Travel and Conferences was reduced from $5,311 to $3,670. Communications was reduced by $1,000 with the elimination of two cell phones for field appraisers. Postage was reduced $2,002 to $5,700. Repair & Maintenance was reduced from $4,000 to $2,530 and Office Supplies reduced $3,000 to $7,000. Mrs. Barfield also reported ACS will pass along costs to the Board for trim notice forms in the amount of approximately $1,000. The Property Appraiser’s proposed amended budget totaled $679,531, with the Board, if it chooses, assuming approximately $10,739 of the Property Appraiser’s operating costs.
 
Madison County Tax Collector Frances Ginn reported she reduced the Tax Collector’s Office budget in the amount of $6,000 from the original submittal. She stated at this time she would cut completely the Capital Outlay line item in the amount of $17,925.47, resulting in an amended proposed budget for 2010-2011 FY in the amount of $459,818.67.
