MINUTES OF THE SPECIAL MEETING
 
THURSDAY, AUGUST 6, 2009
 
9:00 A.M.
           
The Board of County Commissioners of Madison County, Florida met this day in Special Session with the following members present: Justin Hamrick (District 1), Wayne Vickers (District 2), Renetta Parrish (District 3), Alfred Martin (District 4), and Roy Ellis (District 5). Also present were County Coordinator Allen Cherry, County Clerk Tim Sanders, Clerk Finance Director Sandy Bass, and Clerk Assistant Finance Director Lessia Freeman
 
The Chairman, Honorable Wayne Vickers, called the meeting to order and stated the purpose of the meeting was to continue work on the 2009-2010 Fiscal Year Budget.
 
Honorable Frances Ginn, Madison County Tax Collector, presented her office’s proposed budget in the amount of $458,892.69, along with the FY 2008-2009 Year To Date expenditures as of June 30, 2009, and reviewed each expenditure line item one by one.
 
Honorable Jada Woods Williams, Madison County Supervisor of Elections, presented to the Board her office’s proposed budget in the amount of $296,978.14, along with the FY 2008-2009 Year To Date expenditures as of June 30, 2009, and reviewed each expenditure line item.
 
Honorable Leigh Barfield, Madison County Property Appraiser, presented to the Board her office’s proposed budget in the amount of $698,951.00, along with the FY 2008-2009 Year To Date expenditures as of June 30, 2009. Ms. Barfield explained her proposed budget, which must be submitted to and approved by the Florida Department of Revenue, was already cut based upon the Department’s recommendations. She did note an additional contingency line item in the amount of $11,085 for the possible retirement of one employee.
 
Suwannee River Regional Library Director Danny Hales presented the Madison County Libraries Proposed Operating Budget for Fiscal Year 2009-2010. Mr. Hales reviewed the State Aid match process for Madison County and explained that state dollars are plummeting from years past, resulting in decreasing reserves for the county libraries’ operating expenses. Mr. Hales stated the total Madison County transfer to Suwannee County, which administers the Regional Library System, is $475,511 of which $268,909 is Madison County’s local match. The Library Director also gave a brief report on the hourly rates of pay for library personnel in the county.
 
Honorable Ben Stewart, Madison County Sheriff, presented the Sheriff’s Law Enforcement and Detention and Corrections proposed budgets to the Board along with the FY 2008-2009Year To Date expenditures as of June 30, 2009. He explained the “Salaries for other Employees” was increased due to salary adjustments made when he took office in January. The Sheriff adjusted the “Fuel” line item from $180,000 to $120,000, a savings of $60,000.
 
After a lunch break Honorable Justin Hamrick, Vice-Chair of the Board, called the meeting back to order and explained Chairman Vickers’ absence was due to a doctor’s appointment.
 
Madison County Memorial Hospital CEO, David Abercrombie, presented to the Board the hospital’s FISCAL YEAR 2009-2010 BUDGET REQUEST. Items requested were a Computer Technology/Software Upgrade in the amount of $375,000 and Indigent Health Care in the amount of $225,000. He explained the hospital provides over $200,000 in uncompensated health care each month and the hospital’s mission to provide quality care to the families of Madison County is financially threatened.
 
Representatives from Refuge House, Inc., Ms. Debra McGrew, Ms. Meg Baldwin, and Ms. Sheila Combs, thanked the Board and the Madison County community for their support of victims of sexual and domestic violence. The Board’s current contribution to Refuge House, Inc. is $6,500.
 
Madison County Senior Citizens Council Executive Director Rosa Richardson presented the Board with information material regarding the many services the Council provides seniors in Madison County. She stated of the agency’s nine (9) assistance programs, 471 consumers are served. She requested $30,000 from the Board, of which, $20,000 assists with cash matches and $10,000 is used for meals. Ms. Richardson also gave an update on the construction of the new Senior Center with a mid-March 2010 completion date.
 
Ms. Tammy Williams of the Third Judicial Circuit Guardian Ad Litem Program presented a request in the amount of $13,430.00 and explained the program’s role is to be the voice for abused and neglected children in the court system. She explained the total program in the circuit costs $117,192.00 and the share of each of the seven counties’ in the circuit is based upon population.
 
Ms. Ginger Kelly of Apalachee Center, which covers eight (8) counties in North Florida, submitted a request of $42,000, which is the same as last year.  She stated the county’s match is mandated by Florida Statutes for Baker Act and Marchman Act substance abuse services.
 
Mr. Sanders presented the Clerk’s proposed Board related finance and accounting budget in the amount of $332,982.00 along with FY 2008-2009 Year To Date expenditures as of June 30, 2009. He reported his court-related budget, which is capped at $335,955 for the nine (9) month period-October1, 2009 to June 30, 2010, is due to the state on August 15th. The Clerk offered to provide a more complete distribution of funds of the amended 2008-2009 FY budget for line item comparisons to the proposed 2009-2010 FY budget.
 
Discussion followed on future meeting dates for continued work on the proposed county budget. For the next meeting, the Board by consensus asked the Clerk to provide the 2007-2008 Fiscal Year “End Of Year” line item expenditures for the Constitutional Offices.     
 
There being no further business, the Chairman adjourned the meeting at 3:20 P.M.
